The City of Chesapeake selected IDCA to develop a master plan to prioritize and accomplish the initiatives of the Greenbrier TIF District. The plan detailed land uses and capital improvements to best leverage public funds, maximize private investment and ensure the vitality and longevity of the district as a tax-generation engine for the city.
We structured a planning process that culminated with an implementation plan detailing specific actions to be taken in the near term. In addition, the plan identified a longer-term public investment strategy with the flexibility to respond to changing conditions over time. Our four-stage approach was centered on a series of stakeholder workshops. The stages included a TIF review, market assessment, and site analysis; master plan and branding concepts; design guidelines and major capital improvement projects; and the implementation plan.
