Greenbrier Tax Increment Finance (TIF) District Master Plan Study

The City of Chesapeake selected us to develop a master plan that set forth detailed land uses and capital improvements to prioritize and accomplish the initiatives of the Greenbrier TIF District. The plan identified methodologies to best leverage the spending of public dollars to maximize private investment and ensure the vitality and longevity of the district as a tax-generation engine for the city.

We structured a planning process that concluded with an "implementation plan," which detailed specific actions to be taken in the near term. In addition, the implementation plan identified a longer-term public investment strategy that is flexible enough to respond to changing conditions over time. We used a four-stage approach conducted around an ongoing series of stakeholder workshops, which were an integral part of the planning process. These stages included a TIF review, market assessment, and site analysis; master plan and branding concepts; design guidelines and major capital improvement projects; and, finally, an implementation plan.
